Pejabat Berqurban Dari Uang APBN
Pertanyaan dari bbrp orang, ttg apakah sah qurban dgn dana APBN, apalagi ada pengurus MUI yang mengatakan tidak masalah.
Wa’alaikumussalam wa Rahmatullah wa Barakatuh
Jika benar itu dana APBN sebagaimana berita yang beredar, alias KAS NEGARA, maka kedudukannya seperti qurban atas nama yayasan, lembaga, organisasi, yang berqurban dgn uang kas mereka.
Hal ini tidak sah sebagai qurban, kecuali -supaya sah- dihadiahkan dulu ke individu atau warga masyarakat krn qurban harus dr individu manusianya, bukan atas nama lembaga, yayasan, atau negara. Tapi, sah-sah saja sebagai hadiah dan sedekah sunah umumnya.
Dalam Al-Mausu‘ah Al-Fiqhiyyah Al-Kuwaitiyyah:
“الأضحية لا تصح إلا عن حيٍّ معينٍ”
“Udhiyah (qurban) tidak sah kecuali atas nama orang hidup yang tertentu (mu‘ayyan).” (jilid. 5, hal. 81)
Secara spirit ini hal bagus, memanfaatkan APBN yang mayoritas dr pajak rakyat dikembalikan untuk kepentingan rakyat. Peran presiden adalah fasilitatornya. Asalkan ada UU yang mendasarinya.
Tapi, krn ini ibadah tentu harus ada “syarat fiqih” yang dipenuhi dulu. Mudah2an ada ulama yg memberitahu agar supaya sah sebagai qurban seperti apa. Benar-benar objektif bukan karena politik, like and dislike, atau takut berbicara yang benar.
Tetapi, jika ternyata itu uang pribadi, lalu dia atas namakan dirinya, maka itu sah sebagai qurban.

A Private Blog Network (PBN) is a collection of websites that are controlled by a single individual or organization and used primarily to build backlinks to a “money site” in order to influence its ranking in search engines such as Google. The core idea behind a PBN is based on the importance of backlinks in Google’s ranking algorithm. Since Google views backlinks as signals of authority and trust, some website owners attempt to artificially create these signals through a controlled network of sites.
In a typical PBN setup, the owner acquires expired or aged domains that already have existing authority, backlinks, and history. These domains are rebuilt with new content and hosted separately, often using different IP addresses, hosting providers, themes, and ownership details to make them appear unrelated. Within the content published on these sites, links are strategically placed that point to the main website the owner wants to rank higher. By doing this, the owner attempts to pass link equity (also known as “link juice”) from the PBN sites to the target website.
The purpose of a PBN is to give the impression that the target website is naturally earning links from multiple independent sources. If done effectively, this can temporarily improve keyword rankings, increase organic visibility, and drive more traffic from search results.
